The Internship Program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work in agencies and explore Federal careers while still in school and while getting paid for the work performed. This Student Trainee position will be filled as an Intern appointment. The appointment is indefinite and is expected to last for the duration of the student's academic attendance.
This position is located on the Lincoln National Forest located in Alamogordo, NM. The tour of duty is full-time and may be filled at the GS-04 grade level with a target conversion position of GS-1102-09. For information on the duties of the position, please contact Ann Tusha at mail .us.

This position is designed to provide a career-oriented introduction to the background, philosophy, concepts, and scope of the Forest Service Business and Industry programs and a practical understanding of the policies of the employing organization. Assignments are developmental in nature and in conjunction with formal education; the employee will gain the necessary competencies for a career in Contracting. Work assignments are selected to ensure that the employee receives on-the-job training and exposure to one or more program functions.
Duties primarily focus on providing work and training experience to prepare the student Intern for a more advanced, technical Contract Specialist position through a variety of tasks that utilize established practical processes, methods, and procedures that may include, but are not limited to:
Serves as contract specialist involved in the preliminary and final development of specifications and contract documents to eliminate ambiguity and to ensure compliance with contracting laws and procedures, and provides technical contracting advice and counsel. Obtains technical information from a variety of specialists.
Considers availability of supplies, services, equipment, and materials; weather; location with respect to supply, transportation, and labor; availability of qualified and interested contractors in the area; and whether it is feasible to perform the work by contract. Helps establish the time to contract work and reviews the amount of time specified in the contract for completion of the project, selects the list of bidders to receive invitation, and recommends bid advertising time and methods of advertising.
Opens bids at public bid opening. Examines bids for completeness of detail and validity. Recommends award to lowest bidder on advertised procurements. On negotiated procurements, contacts offerors to negotiate prices, earlier delivery dates, closer conformance to specification, or similar matters.
Assists contracting officers in holding prework meetings to explain contract requirements, conditions, plans and specifications, and responsibilities of the designated contracting officer's representative.
Inspects assigned ongoing contract work and reports on compliance with contract requirements. Investigates, recommends, and reports on requests for modifications of terms, extension of time, substitutions, changes in specifications, termination, additional work, etc.
Incumbent is responsible for ensuring that the procurement duties which he/she is assigned are implemented in accordance with the provisions of Sections 8 and 15 of the Small Business Act, as amended by Public Law 95-507, the provisions of Executive Order 12138 pertaining to women-owned business, and Public Law 96-302 pertaining to Federal contract awards in labor surplus areas.

This position has a positive education requirement for conversion. The required education must lead to a degree with specialization in or directly related to the field in which the student trainee will participate in the Intern program. The degree of specialization in this field must satisfy, on graduation, the specific requirements in the qualification standard for the position. Preferred degrees may include, but are not limited to: Business, Forestry, Range Management, Agriculture, or a subject-matter field directly related to the position.

Must be enrolled at least on a half-time basis or accepted for enrollment as a degree/certificate seeking student
Must be in good academic standing as defined by the academic institution

Be a U.S. Citizen;
Complete at least 640 hours of work experience acquired through the Internship program while enrolled as a student;
Complete a degree or certificate program from a qualifying educational institution;
Receive a favorable recommendation by supervisor;
Meet the qualification requirements of the position being converted to;
Meet any agency specific requirements as outlined in the Participant Agreement; and
Be performing their job successfully.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
